Cookie Delivery Helper is a Legendary Quest from the Dawning 2023 event. It is given to the player by Eva Levante after completing The Dawning introductory quest.
This quest requires the player to bake and deliver every type of cookie at least once. Gjallardoodles are the exception, as the player already delivered them to Commander Zavala as part of the previous quest. Each step's objectives are retroactive, and will automatically be completed if the player has already delivered a specific cookie before reaching that step.
While the quest itself does not grant any rewards, baking every cookie recipe will allow the player to Masterwork Eva's Holiday Oven, reducing its Essence of Dawning cost. In addition, progressing through the quest will also complete the Amateur Baker, Adept Baker, and Expert Baker Event Challenges in the process, each granting their own sets of rewards.

Bake cookies for allies using Vex Milk and other ingredients.
Banshee-44 can be found in the Tower Courtyard, and prefers Telemetry Tapioca, which uses Vex Milk and Bullet Spray.
Saint-14 can be found in the Tower Hangar, and prefers Lavender Ribbon Cookies, which use Vex Milk and Personal Touch.
Failsafe can be found on Nessus, and prefers Infinite Forest Cake, which uses Vex Milk and Impossible Heat.
Vex Milk can be gathered by defeating Vex combatants.
