It is part of the Forsaken - Tangled Shore Missions.
Mission Walkthrough
The ninth mission of the Forsaken expansion takes place on the same planet as the other ones and has the Guardian defeat another Baron, called The Rifleman.
The mission starts you off in a building near the main point of interest. First, get out of the building and follow the waypoints that will lead you to the Rifleman. After chunking down a third of his health, he will flee away making you chase him. In order to complete the mission fast, use a Sparrow to hunt him down, as you would have to walk a lot in order to find him.
After you have reached the second area, you will have to destroy 5 of his decoys in order to accumulate more information about him. Make sure to first focus the nearby enemies and then deal with the decoys as this is a more effective way. After finding all the decoys, follow the waypoints and wander deep into the caves until you have reached Hellrise Canyon where you will encounter many Lurkers and even Corrupted Chieftains. Defeat them in order to proceed to the next part of the cave. In the next section, you will meet Ravagers which can deal devastating damage if you let them close enough, so make sure to keep a distance. First, deal with the Shrieker by shooting him directly in the middle, as it would deal a lot more damage than normal. After that, take care of the Abominations spawning from the portals.
If you have defeated every enemy and followed the waypoints you should now have the big battle with the Rifleman. Make sure to use your supercharged and your special weapons to easily disperse the many enemies accompanying him.
To complete the mission, defeat the Rifleman and wait until the dialogue with Ghost is completed.
