Reload Speed is a measurement of how quickly a weapon can be reloaded. Higher Reload Speed values shorten the Reload Time. In Bungie's API the stat is simply called "Reload".

Reload Time

Reload Time is the actual duration of the reload animation that results from a weapon's Reload Speed stat together with its archetype. Most weapons can resume firing slightly before the full animation completes: ammo is restored at a set point in the animation, and the remainder of the animation can be cancelled by sprinting, swapping weapons, or other actions.

Reload Duration Scalar

Many Reload Speed buffs apply an additional multiplier called a Reload Duration Scalar. This multiplier operates independently of the Reload Speed stat, so perks like Outlaw still speed up the reload even on a weapon that already has 100 Reload Speed.

What Affects Reload Speed

Reload Speed can be raised with a Reload Speed Masterwork, magazines such as Flared Magwell, Loader armor mods, and perks such as Outlaw, Feeding Frenzy, and Rapid Hit.
