This item is a random drop from Nightmare enemies found on the Moon, in Lost Sectors, Nightmare Hunts or the Altars of Sorrow.
It can also be bought from the Lectern of Enchantment for 25 Helium Filaments.
Usage
This item is used to buy Phantasmal Cores and an Empowered Decryption Core from the Lectern of Enchantment.
Players can also spend 5 Phantasmal Fragments to place a Raid Banner in the Sanctuary on the Moon.
