The Glimmer Treasure Map is unlocked by reaching Rank 4 with the Star Chart vendor in the H.E.L.M.
Usage
The Glimmer Treasure Map can be restored and socketed into the 
Captain's Atlas by spending 6 
Map Fragments and 60 
Treasure Coordinates.
Digging up a treasure chest at the end of an Expedition will consume the map, rewarding 3 
Plundered Umbral Energy (4 with the 
Precise Cartography upgrade from the Star Chart), an Expedition Gear item, and 
Glimmer.
