Acquisition

Unlocked on tier 3 of the Tablet of Ruin Seasonal Artifact during Episode: Heresy.

Usage

When this perk is unlocked, defeating targets afflicted with specific debuffs using Arc damage triggers a powerful area-of-effect response.

Trigger Conditions

The perk activates when defeating enemies that are:

• Exhausted - targets that deal reduced damage
• Severed - Strand debuff that reduces enemy damage output

Area Effect

• Releases a blinding area-of-effect explosion centered on the defeated enemy
• The AoE applies Blind to nearby enemies
• Functions similarly to the Spark of Beacons Arc aspect

Synergy Opportunities

Photonic Flare creates powerful synergies with other artifact perks:

• Dielectric - Since Blind is technically an Arc debuff, enemies blinded by Photonic Flare can trigger Dielectric when defeated, generating Bolt Charge
• Arc-focused builds that can reliably apply Exhaust or work alongside Strand builds that apply Sever

This perk is considered one of the better options in tier 3 of the artifact, providing both crowd control utility and synergy potential with the Arc-focused mechanics of Episode: Heresy.
