The Offering Shrine is a vendor from the Season of the Witch.
Location
This vendor only appears in the Altars of Summoning activity. It can only be accessed after collecting its corresponding 
Opaque Card and unlocking it at the Lectern of Divination. The card can be found as a random drop when completing Savathûn's Spire activities.
The Offering Shrine can be interacted with at one of the three Altars of Summoning, before using a Feeble, Robust, or Powerful Offering to start an encounter.

Offerings can be purchased using 
Glimmer.
Powerful Offering — 10,000;
Robust Offering — 2,500;
Feeble Offering — 500.
Upgrade Offering Potency
Lower tier Offerings can be exchanged for more powerful ones.
