Crude Cipher is a Material from the Season of Plunder.
Acquisition
After collecting at least one 
Crude Cipher Fragment by completing either Cryptic Quatrains I or Cryptic Quatrains II, the Crude Cipher will appear in the 
Captain's Atlas under the list of Treasure Maps that can be restored. However, it cannot be socketed into the Atlas until the player reaches step 4 in the Cryptic Quatrains III quest, with its tooltip reading "Further instructions required for use."
Usage
The player can restore the Crude Cipher using 2 Crude Cipher Fragments, which are given as rewards for completing the Cryptic Quatrains I and Cryptic Quatrains II quests. Once the player reaches step 4 of the Cryptic Quatrains III quest, they can restore the map, allowing the quest to progress. After the quest is completed, socketing a different map into the Captain's Atlas will remove the Crude Cipher.
