Shatter Orbs is an Artifact Perk.
Acquisition
Unlocked on tier 3 of the Ascendant Scepter Seasonal Artifact.
Usage
After this perk is unlocked, breaking an enemy's shield for the first time will create an Orb of Power if the shield was broken with a damage type matching their shield element. For example, using a 
Solar weapon to break a Cabal Centurion's Solar shield for the first time will generate an Orb.
