Unmodded skill recharge time is roughly 1:22 or 82 seconds.
Each cooldown-altering Armor Mod gives you a 10% multiplicative recharge reduction (i.e. the new recharge time for a skill is 82 * 0.9^(# Cooldown Reducing Effects) ). So adding more would result in this breakdown (it is only possible to have 3 copies of any specific kind of cooldown-altering Armor Mod active at once):

Eye of Another World (the Warlock Exotic Armor) also simply acts as a recharge reduction mod for all abilities, so adding it would result in you having 4 multiplicative 10% reductions. AKA 53.8 seconds!
